What major problems does the regulations focus on?
According to the relevant person in charge of the Standing Committee of the Shaoyang Municipal People's Congress, the regulations aim to regulate the delivery, cleaning, collection, transfer, treatment of rural domestic waste and other wastes, as well as sewage collection and treatment.
The regulations focus on clarifying the responsibilities of all parties, implementing the cleaning responsibility system, clarifying the investment mechanism of rural cleaning funds, and establishing various garbage collection and treatment mechanisms.
In view of the unclear responsibilities of governments at all levels, relevant departments and village (neighborhood) committees, and the relationship between them is not smooth, the regulations set up the responsibilities of the government, the responsibilities of the competent departments, and the responsibilities of the village committees to clarify the responsibilities of all parties. In view of the problem that the main body of cleaning responsibility in rural areas is not clear, the regulations set up a clean responsibility system clause to implement the responsibility subject of various places and related activities.
At present, the village (community) collective economy in Shaoyang City is weak, and the cleaning funds basically rely on financial allocation, most of which are insufficient. In order to make up for the lack of funds and implement the long-term mechanism, the regulations stipulate a diversified investment mechanism for rural cleaning funds, which is led by the government, invested by collective economic organizations, paid by the beneficiary and participated by social funds.
Due to the unsmooth collection, transfer and treatment mechanism of rural domestic waste in Shaoyang City, many villages dispose of garbage by dumping, burning and non-standard landfill, which affects the rural cleanliness and causes environmental pollution. The regulations set up the mechanism of household garbage classification, village collection, township transfer and county treatment, and also standardized the construction waste, pesticide waste and sewage treatment.
The regulations clearly encourage and oppose behaviors
There are 20 articles in the regulations. The main contents are as follows: first, clarify the work responsibilities of municipal, county (city, district) people's governments, township (town) people's governments, sub district offices, agricultural and rural competent departments and village (neighborhood) committees; second, establish the cleaning responsibility system, and establish the main body of cleaning responsibility for various places and situations; third, establish the pluralism of government led, collective economic organization investment, beneficiary payment and social fund participation The fourth is to determine the collection and treatment mode of household classification, village collection, township transfer and county treatment; the fifth is to stipulate the legal responsibility.
The regulations encourage positive energy behaviors beneficial to rural cleaning, and guide all sectors of society to actively participate in rural cleaning activities. For example, village (neighborhood) committees are encouraged to carry out evaluation and commendation activities for cleaning work, citizens, legal persons and other organizations are encouraged to participate in rural cleaning work in various ways such as donation, sponsorship and volunteer service, and the construction of compostable waste treatment facilities in townships (towns), streets and villages (communities), and the resource utilization of compostable garbage collected in a unified way is encouraged.
The "Regulations" set penalties, and take a clear stand against all kinds of uncivilized acts that destroy the cleanliness of rural areas. For example, those who dump, scatter or pile up pesticide packaging materials, construction waste, domestic garbage and other agricultural wastes in non designated places shall be ordered by the agricultural and rural authorities of the people's government at or above the county level to stop the illegal act and make corrections within a time limit. If the unit fails to do so within the time limit, a fine ranging from 2000 yuan to 50000 yuan shall be imposed on the unit, and a fine of not more than 500 yuan but not more than 2000 yuan shall be imposed on individuals And so on.
